Speed limit "mean spirited"

ON Tuesday, September 4 in the morning while travelling down the Blandford road past the site of the Great Dorset Steam Rally at Tarrant Hinton, I noticed that the temporary speed limit signs were still up.
Traffic was flowing at slightly over the limit and the site seemed to be largely empty of vehicles with most entrances used from the main road now closed.
I assumed that the limit probably no longer applied two days after the event and that the signs would be removed soon. Returning in the afternoon I noticed traffic travelling at less than 30 miles per hour, which on the downhill stretch of road requires constant use of the brakes, or no doubt more correctly using third gear.
At the bottom of the hill was a mobile speed camera. I imagine that the authorities would justify its presence and point out that heavy machinery may still be exiting the site and that temporary speed limits must be obeyed until the signs are gone.
I consider this to be very mean spirited and unnecessary action unless there is a record of accidents on this stretch of road following the event.
