No more estates

IT seems to me political parties have lost contact with reality.
For example, there are 920,000 empty homes in the UK (according to Shelter) and yet they are obsessed with building new ones.
They ought to say any empty property should be double normal council tax rated unless it is inhabitable, and any property empty for two years must be marketed for sale or available to let.
If a property is derelict the owners should be given five years to bring it up to standard, if not, it must be sold, probably by auction.
That has to be better than building vast new housing estates.
