A MAN who said the victims of the London terror attack “got what they deserved” has been fined.

Rowen Napper, of Castle Well Drive, Old Sarum, pleaded guilty to religiously aggravated harassment at Salisbury Magistrate’s Court on Friday (April 7).

Prosecuting, Kate Prince said Napper, 28, was queuing in the Post Office on Winchester Street at about 8.30am on March 23.

Ms Prince said Napper overheard a conversation between the person in front of him in the queue, and staff behind the counter.

They were discussing the terror attack in Westminster, which had happened the previous day, and one member of staff mentioned “how terrible it was”.

Napper joined the conversation, saying: “The bastards deserved what they got, they are all the same these policemen and politicians.

“They got what they deserved.

“That’s what they get for 250 years of government rule, and for tolerating Jehovah’s witnesses.”

Other customers and staff told Napper they were going to call the police, as he was causing a disturbance.

Defending, Nick Redhead said: “In this country we have a right to free speech and we’re allowed to express ourselves in ways which can be deeply upsetting and controversial.”

He said Napper suffered from manic psychotic conditions, such as schizophrenia, and Tourette’s, adding: “Sometimes he can’t help himself, things tumble out of his mouth and he says things which, with hindsight, might not be terribly wise.”

Bench chairman A Denman fined Napper £120. He must also pay £45 costs and a £30.
