Do parking restrictions apply to all?

THEY say a picture paints a thousand words...I think this one says it all.
This photo was taken at 2.37pm on Wednesday, February 20, at the rear of Sainsbury's, on the approach road to the Salisbury Playhouse.
The Salisbury District Council van was parked illegally for more than an hour.
I took the photo fully intending to send it to the Salisbury Journal because I thought it was funny to see the council van parked directly underneath the dire warning on one of their own signs.
This was before I read the letters in the Journal about the council's increasing parking charges - now I am very cross.
Although this is the action of one individual council employee, I see it as a symbol of the
contempt the council has for the general public and how unaffected they are by their own rules
regarding parking
restrictions.
The driver obviously felt he was immune from the terror we mere
mortals face if we dare to park anywhere they chose to designate as illegal.
Am I right in my impression that most of the people making the decisions about parking charges have council
parking permits issued to them as part of their employment packages?
If so, they are not likely to be affected whatever the parking charges are.
It is visiting tourists, the local people and business owners who will suffer the most from this policy.
Do we have to see tumble weed rolling down our deserted streets before the council realise their mistake?
