Notice of public engagement on flood risk management and river improvements at Ashley Road Green Space and Fisherton Recreation Ground

The Environment Agency and Wiltshire Council are working in partnership to deliver vital flood risk management and river improvements in Salisbury, to help the city become more resilient to flood risk events in the future. Land at Ashley Road Green Space and Fisherton Recreation Ground represent important sites for delivering some of these critical interventions, and we are inviting members of the public to view and comment on early design proposals.
Details about the proposed interventions in the Ashley Road area will be published on Wiltshire Council’s website on Thursday 21st November 2019 at: www.wiltshire.gov.uk/ salisbury-future
Public exhibition
An exhibition stand about the proposals will be in the foyer of the Five Rivers Leisure Centre from Monday 25th November to Monday 2nd December 2019. Members of staff from the Environment Agency and Wiltshire Council will be in the Five Rivers foyer to answer questions on Thursday 28th November 4:00pm-7:00pm and Friday 29th November 10:00am-2:00pm.

Road Traffic Regulation Act 1984 Traffic Management Act 2004
1. The County of Wiltshire (Salisbury) (Prohibition and Restriction of Waiting, Taxi Rank Clearways and On Street Parking) Consolidation Order 2013 (Amendment No.25) Order 2019
2. The County of Wiltshire (Various Roads, Salisbury) (20mph Speed Limit Zone) Order 2019
Notice is hereby given that on 12 November 2019 Wiltshire Council made the above mentioned Orders under the Road Traffic Regulation Act 1984 (“the Act of 1984”) and Order 1 under the Traffic Management Act 2004 the effect of which is as follows: Order 1 - To amend the following restrictions in the Salisbury Consolidation Order 2013 by revoking Map Schedule Nos. IP84 and IQ84 dated 11 February 2013 and replacing them by the insertion of revised Map Schedule Nos. IP84 and IQ84 dated 25 November 2019 the effect of which is to introduce No Waiting at any time on The Crescent – both sides – i) from its northern junction with Rowbarrow for a distance of 10 metres in a south easterly direction ii) from its southern junction with Rowbarrow for a distance of 10 metres in a southerly direction. Order 2 - To introduce a 20mph speed limit zone on Barrow Close, Flint Way, Rowbarrow Lane, The Crescent, Woodbury Lane, Woodbury Rise – the complete lengths and Beaker Way and Woodbury Yard – the complete lengths (of adopted highway). A copy of the Orders and plans may be inspected at the offices of Wiltshire Council, County Hall, Bythesea Road, Trowbridge during normal office hours. Any person aggrieved by the Orders and desiring to question the validity of the Orders or of any provision contained in the Orders on the grounds that it is not within the powers of the relevant Section of the Act of 1984 or on the grounds that any requirement of that Section or of Part III of Schedule 9 of the Act of 1984 or any regulation made under the said Schedule, has not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court. The Orders will come into operation on 25 November 2019.

Section 14(1) of the Road Traffic Regulation Act 1984
Notice is hereby given that the Wiltshire Council has made an Order to close temporarily to all traffic: Meads Road, Durrington; from its junction with A3028 Larkhill Road to its junction with Stonehenge Road to enable Tarmac to carry out carriageway resurfacing and associated maintenance works. Alternative route: via A3028 Larkhill Road – Stonehenge Road and vice versa. The closure and diversion route will be clearly indicated by traffic signs. This Order which previously came into operation on 16 July 2019 will now recommence on 25 November 2019 and the closure will be required between the hours of 07:00 and 19:00 until 28 November 2019. It is anticipated that the works will take the stated duration to complete depending upon weather conditions. Access will be maintained for residents and businesses where possible, although delays are likely due to the nature of the works. The Order has a maximum duration of 18 months. Notice is hereby given that the Wiltshire Council intends to make an Order to close temporarily to all traffic: C12 (Part), Coombe Bissett; from property known as Ebblecombe House for a distance of approximately 500 metres in a westerly direction to enable Openreach to carry out works in the underground structure. Alternative route: via C12 (unaffected length) – C320 – A3094 – A354 and vice versa. The closure and diversion route will be clearly indicated by traffic signs. This Order will come into operation on 16 December 2019 and the closure will be required until 17 December 2019. It is anticipated that the works will take the stated duration to complete depending upon weather conditions. Access will be maintained for residents and businesses where possible, although delays are likely due to the nature of the works. The Order will have a maximum duration of 18 months. (a) Byway 10 (Part), Durrington; from its junction with Fargo Road to its junction with Byway 12, Amesbury/A344.
(b) Byway 12 (Part), Amesbury; from its junction with Byway 10, Durrington/crossing the A344 over to its junction with A303 (T).
(c) Byway 12 (Part), Amesbury; from its junction with A303 (T) in a southerly direction to its junction with Byway 1, Wilsford cum Lake.
(d) Byway 1 (Part), Wilsford cum Lake; from its junction with Byway 12, Amesbury to its junction with Byway 11, Berwick St James.
(e) Byway 11 (Part), Berwick St James; from its junction with Byway 1, Wilsford cum Lake to its junction with Byway 16, Woodford.
(f) Byway 16 (Part), Woodford; from its junction with Byway 11, Berwick St James to its junction with A360, Druids Lodge.
(g) Byway 11 (Part), Amesbury; from its junction with A303 (T) in a southerly direction to its junction with Byway 2, Wilsford cum Lake.
(h) Byway 2, (Part), Wilsford cum Lake; from its junction with Byway 11, Amesbury to its junction with Footpath 3 at Springbottom Farm, Wilsford cum Lake.
(i) Fargo Road, From its Junction with the A345 to a point 300m North at Woodhenge.
(j) Footpath 4, Durrington, From its Junction with the A345, to its Junc with Fargo Road.
(k) B3086, Southbound only from Rollestone Cross Roads to A360 Airmans Cross Roundabout. And to introduce a temporary No Waiting at Any Time restriction on the following lengths of road:
(l) A360 (Part) Winterbourne Stoke; from its junction with A303 Longbarrow Roundabout to its junction with A344 (Airman’s Corner).
(m) A360 (Part) Winterbourne Stoke; from its junction with A344 (Airman’s Corner) in a westerly direction towards Shrewton for a distance of approximately 1 kilometre.
(n) B3086 (Part) Winterbourne Stoke/Shrewton; from its junction with A360/A344 (Airman’s Corner) in a northerly direction to its junction with The Packway (Rollestone Crossroads).
(o) Fargo Road, From its Junction with the A345 to its junction with Fargo Close.
(p) C42, Stonehenge Road, Amesbury, from its junction with West Amesbury Road to the A303.
These Orders are made to ensure public safety during the period of the Solstice celebration at Stonehenge. Sections (a) to (j) will come into operation at 00:01hrs on Wednesday 18th December 2019 and will remain in force until 09:00hrs on Monday 23rd December 2019. Section (k) will come into operation at 00:01hrs 22nd December 2019 and remina in force until 12 noon on Sunday 22nd December. Sections (i) – (p) will come into operation at 06:00hrs on Saturday 21st December 2019 and will remain in force until 12 noon on Sunday 22nd December 2019. The Orders for sections (a) – (k) will have a maximum duration of six months. The Order for sections (l) – (p) will have a maximum duration of 18 months.
