M3 MOTORWAY - JUNCTION 6 AND BLACK DAM, NEAR BASINGSTOKE TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that Highways England Company Limited intends to make an Order on the M3 Motorway and Black Dam circulatory in the County of Hampshire, under Section 14(1)(a) of the Road Traffic Regulation Act 1984 because works are proposed to be executed on the road. Local roads under the jurisdiction of Hampshire County Council would also be closed by permission to prevent traffic incursion into working areas.
The effect of the Order would be to authorise the overnight closure of:
a) both carriageways of the A30 between Park Lane, Hook and Old Common Road/Black Dam Way junction;

b) both carriageways of the A339 between Black Dam roundabout and its junctions with the A3010;

c) the eastbound carriageway of the A3010 between its divergence from the road leading to the northbound carriageway of the A339 and its merge with the southbound carriageway of the A339;

d) the Gresley Road link between its divergence from the main westbound carriageway of Gresley Road and its merge with the southbound carriageway of the A339;

e) (phased sections of) the entire circulatory carriageway of the M3 junction 6 roundabout;

f) (phased sections of) the entire circulatory carriageway of Black Dam Roundabout (A30/A339);

g) the roads leading to and from both carriageways of the M3 at Junction 6 (Black Dam Interchange) (A339);

h) the road leading from Old Common Road to the eastbound carriageway of the A30;

I) the road leading from the westbound carriageway of the A30 to Black Dam Way;
j) both carriageways of the M3 spur road connecting the Junction 6
roundabout to Black Dam Roundabout at Junction 6 (Black Dam
Interchange) (A339); k) all roads connecting to and from both carriageways of the A30 to and
from both carriageways of the A339 at Black Dam not otherwise part
of the main circulatory system; I) the road connecting from the centre of Basingstoke town to the A3010
between its divergence from the road leading to the mini roundabout
in Basing View and its merge with the eastbound carriageway of the
A3010;
m)the southbound carriageway of the road connecting from the mini roundabout in Basing View to the link road described in I) above;
n) any side roads at junction with the lengths of carriageway described in a) - d) above; and
o) the gap in the central reservation of the A30 between points 345 metres and 390 metres west of the centreline of the overbridge linking Old Common Road and Black Dam Road.
These measures would be in the interests of road safety while contractors
undertake carriageway repairs including resurfacing, replacement of studs,
road-marking, and all associated works.
It is expected that the work would last for approximately 3 weeks starting on or after Monday 5th July 2021. The overnight closures would take place between 21:00 and 06:00 (maximum period). The Order would come into force on 3 July 2021 and have a maximum duration of eighteen months, ceasing when the works are complete. Traffic affected by the closures would be diverted using other junctions on the M3 and by using the A30, A339, A340, A3010, and local roads as appropriate and signed.
The temporary closures and diversion routes would be clearly indicated by traffic signs when they are in operation during the works period.
