An officer on the scene said no-one had been injured but the incident had caused "traffic chaos".
Heavy traffic began building up on the ring road and on Castle Street leading out of the city centre, while police waited for recovery to remove one of the cars from the highway.
One lane of Castle Road was re-opened at about 3.25pm, with officers directing traffic on Castle Roundabout and at the junctions with Butts Road and Stratford Road.
Sand was poured around the wreckage of one of the cars to stop leaking fuel from spreading.
And a tow truck removed the damaged car from the highway.
