A PLANNING application has been submitted by a metal recycling business to operate out of a former aircraft hanger at Old Sarum.

The application has been submitted by Guyatts of Salisbury, who purchased the hangar earlier this year.

The proposal is stated as "Change of use from B1, B2 and B8 to Sui Generis, including B1, B2 and B8 uses, along with minor additions of lighting and security cameras, replacement signage and repair work".

Sui generis is a Latin phrase that means "of its/his/her/their own kind, in a class by itself", therefore "unique".

In addition to the proposed Sui Generis use, Listed Building Consent is being sought for the internal and external security cameras, external lighting, and other "essential" repair works.

The additions are to "improve the usability and security of the building, and the repairs are to preserve and enhance the Grade II* Listed Building".

The planning statement adds: "There is little difference between that proposed and the uses approved. However, due to the nature of the company, a Sui Generis use is sought, along with Listed Building Consent for various minor works.

"This application is part retrospective as the metal recycling company is currently operating."

In March 2019, prior to Guyatts purchasing the site, planning permission was approved for the change of use of the building from B2 to B1, B2 and B8 uses.

Also in the planning statement, it says: "Guyatts of Salisbury Ltd is an established metal recycling business. It is not a scrap yard or public recycling centre – scrap metal is not stored for sale on the premise.

"Rather, the business is open to the public and trades to recycle their good within the opening hours."

Grenville Hodge a Director of Old Sarum Airfield says: “As custodian of a neighbouring landmark heritage asset for more than 30 years we are very surprised with Wiltshire Council considering the current use of a Listed Grade 2* (star) aircraft hangar as a suitable home for a scrap metal yard.

"When it has considered previous planning applications for the site the Council has always maintained that it places an extremely high heritage value on the Old Sarum Airfield and its historic buildings. Moreover the Council claimed that the setting of the Grade 2* Listed Hangars was essential to its designation of the Old Sarum Airfield Conservation Area.

Mr Hodge added: "It therefore seems very surprising, that to date, Wiltshire Council officers have taken a very relaxed approach to enforcement for the current activity as well as this retrospective planning application. How heavy machinery, skips filled with waste materials, articulated lorries and large concrete blocks can be viewed as anything other than harming the heritage asset of the hangar and the conservation area is beyond us."

The application concludes: "The difference between the approved and proposed uses is immaterial and therefore, no harm would arise with regards to highway safety or public protection.

"Furthermore, despite the modest additions such as external lighting and security cameras, the proposed works to repair the gantries and flooring would enhance the architectural and structural integrity of the Grade II* Listed Hangar.

"The proposed change of use would allow Guyatts to continue as a successful business, which in turn would provide the financial support to maintain this important building. The business understands the historic importance of the site and aims to repair and protect the building for as long as they occupy it."

In its response, Laverstock and Ford Parish Council said: "Support subject to confirmation from Wiltshire Council Highways that they are content with the safety of HGV movements".
