CYCLING on pavements is safe provided you keep to a sensible speed in busy pedestrian areas and pay attention to what you are doing. Always be ready for the unexpected and give priority to pedestrians. However, if, as I witnessed the other day, someone cycles at speed through a pedestrian precinct, passing close to shop doors while on their mobile phone, then they are an accident waiting to happen and a danger to all around them. It's just a matter of common sense, really.
